The Japanese Photovoltaic Program

Japan has the largest Photovoltaic installed capacity in the world as a result of the sustained investments made by the country through carefully coordinated Photovoltaic R&D and deployment, leading to a ‘‘virtuous cycle’’ among R&D, market growth, and price reduction. By the end of 2000, the total installed capacity in the country was 317 MW, of which on-grid distributed generation accounted for more than 252 MW. In 2000, Japan produced 128 MW of PV cells and 136 MW of modules, both of which were well over half of the global production. (more…)

Theoretical Issues in Energy Taxation

The primary purpose of all forms of taxation, whether on energy or on non-energy items, is to raise money for the government to finance its expenditures. Taxes finance the majority of government expenditure (the rest being financed by borrowing, which will have to be repaid from future taxation) so that the general level of taxation is determined by the requirements for government spending. However, the same total revenue can be raised by many different combinations of taxes, so that the tax rates on individual items and groups of items can be adjusted to reflect other criteria. Lack of access to cleaner energy and the negative outwardnesses associated with energy consumption tend to cycle of poverty for poor households in developing countries. Because the poor lack access to, and often can not to afford cleaner and higher quality fuels and electricity and are therefore dependent on poor and inefficient burning biofuels such as wood and dung. The higher cost of energy is also reflected in the price of everything else you buy; energy-related price hikes have been shooting out of sight recently. (more…)
