Exposure to indoor air pollution from the combustion of solid fuels has been implicated, with varying degrees of evidence, as a causal agent of several diseases in developing countries. In a review of the epidemiological evidence for the health effects of indoor smoke from solid fuels, Bruce et al. concluded that, despite some methodological limitations, epidemiological studies provide compelling evidence of causality for acute respiratory infections (ARI) and chronic obstructive pulmonary disease (COPD). This is reinforced by experimental data, studies of pathogenesis, and indirect evidence from environmental tobacco smoke (ETS) and ambient air pollution studies. (more…)

The winners in hydropower and other large dam projects are those who gain electricity, domestic water supplies, sanitation, drought relief, sustainable irrigation, flood control, improved water transport, industrial and employment opportunities, food security, better roads, telecommunications, and other benefits. As well, other economic multipliers may arise and whole regions may flourish. This is an impressive list and is the very basis of modernization and liberation from the drudgery of traditional low technology rural life. Electricity, radio, and domestic water supplies completely transform the lives of those who gain these goods, and better health and education are the most obvious outcomes. (more…)

Federal Excise Taxes placed on specific energy sources tend to reduce energy demand for these energy sources in both the short and the long run. The federal government imposes excise taxes on almost all petroleum products (including petroleum additives) and coal (see Table 1). The federal government also imposes federal excise taxes on many transportation uses of methanol, ethanol, natural gas, and propane and imposes a fee on electricity produced from nuclear power plants and nuclear power electricity. The question has long been not whether or not to reduce air pollution, but by how much and by what means. Since the extent of the reduced discomfort and illness is not clear—and the measurement of peoples’ willingness-to-pay (WTP) for reduced discomfort and illness is uncertain—it is not easy to know how much the pollution should be reduced. But it has always been clear that reducing automotive air pollution had to be part of the overall strategy. (more…)

When many people first think about building a green home, it is the materials and products that come to mind: insulation made from recycled newspaper and decking made from recycled plastic, for example. Product selection is an important part of green building, but it is generally not as important as energy performance or where the house is built (to minimize automobile use and protect natural areas), or measures to ensure a healthy indoor environment. The first step in categorizing potential benefits and costs is determining the relevant scope of the analysis. We have concluded that, at this level of analysis, it is appropriate to limit the scope to the benefits and costs associated with the types of electricity generation that offshore wind, waves, and ocean currents might be displacing. Therefore, we consider externalities associated with offshore alternative energy plus those associated with coal, natural gas, oil, nuclear, and conventional hydroelectric power. (more…)
